In Karnataka a separate Department of Minorities was carved out during 1999-2000 from the erstwhile Department of Backward Classes & Minorities.The Department, apart from its other functions, undertakes to implement the schemes are District Sectors. The Schemes are implemented through the Deputy Commissioners and Zilla Panchayats.
Brief details of the various schemes are as follows.

1. Shadimahal / Community Halls for Minorities :

To-encourage Voluntary organization to promote the cultural activities of the religious minorities financial assistance for construction of shadimahal / Community Hall will be sanctioned. ( Upto Rs.20.00 lakhs for non-district headquaters).
The application has to be given, along with the documents, to the District officer of the Backward Classes and Minorities Department of the respective District and has to be recommended by the Deputy Commissioner. Important Conditions:
1) The organization should have been registered at lease 3 Years prior to date of application.
2) The organization should be capable of mobilizing at least 50 to 75 per cent of the project cost.

2.Construction of Hostel Buildings for Minorities:

Under this schemes Government Hostels are constructed through the Deputy Commissioner or the Zilla Panchayats to provide for better environment for poor and needy minorities students. The selection of the Hosteliers is done at the District level. The District officer, Backward Class & Minorities of the district is the nodal officer.

3. Skill Development Programme (Koushalya):

In order to help the unemployed youth of the minority communities to upgrade their skills and seek various types of Training are imparted including.
1 ) Computer
2) Air Hostess
3) Apparel Training and Fashion Designing
4) Plastic Technology Training
5) Government Tool Room Trades and
6) Other Trainings incuding in local trades.

These trainings are imparted mostly through Government agencies like the

1) Government Tool Room & Training Centre
2) Central Institute of Plastic Technology Mysore
3) Apparel Training and Design Centre
4) Air Hostess Training Agency.
5) Electronics Corporations of India
6) Keonics and other recognized Agencies
7) Nursing by re-imbursing the fees fixed by the Government for the GNM and B.Sc (Nursing) Courses.
The main objective is to make the minorities youth economically self relient by eradicating unemployment. The District Officers, Backward Classes & Minorities at the district level and directorate are the NODAL Officers.

4. Morarji Desai Residential Schools:

The Department runs several Morarji Desai Residential Schools for Minorities to provide free Residential Education from Standards VI to X on a co-education basis. The Schools are run through the Karnataka Residential Education Institute Society and the Zilla Panchayts. The Selections of the students is done through local advertisements and tests/interviews organized at the district level. 5. Teaching and Learning Aid to Govt. Minorities Schools:

Under this scheme minorities schools are provided with teaching and learning aids up to Rs.10,000/- every year. The scheme is implemented at the District level by the district Officers, Backwards Classes & Minorities in Co-ordination with the Deputy Director of Public Instruction. The District Committee under the chairmanship of the Deputy Commissioner selects the beneficiary schools interested schools may apply to the district officer, Backwards Classes & Minority Department on a plain paper indicating their requirements.

6. Incentives for Minority Students: (Scholarship)

In order to encourage the children of minority communities continue education and check-drop-outs financial grants as incentive in the following scale is extended.
1) Those who complete S.S.L.C. & take admission to PUC–I & thereafter PUC-II Rs.3,000/- per year.
2) Those who complete PUC-II & take admission to degree courses Rs.4,000/- per year.
3) Those who complete any degree and take admission to post Graduate Rs.5,000/- per year.

The application should be made to the District officer, Backward Class & Minorities Department of the District. The District Committee under the Chairmanship of the Deputy Commissioner selects the beneficiary students.

7. New Hostels for Minorities:

Upto 2006-07 there were 23 Government Hostels under the Minorities Department to help the educational uplitrment of the Minorities. Government during 2007-08 has sanctioned 75 new Hostels for the Minorities in several Districts. The District Officer, Backward Classes & Minorities is the NODAL Officer to start these Hostels and to pursue action for admitting the students. The District Officer, Backward Classes & Minorities will issue local advertisements inviting applications from eligible and intending students. Those students who are desirous of seeking admission in these hostels may apply or contact the District Officer of the Backward Classes & Minorities Department.

8. Scholarship for Minority Students:

In order to extend the much needed financial assistance to the children of the minority communities at the pre-matric level, the Department of Minorities had designed a new scheme from 2007-08 to entend scholarship. The scheme details will be made available in due course, after the scheme is approved.

9. Grant-in-Aid to Hostels run by Minority Organisations:

Under this scheme matching building grant, up to a maximum of Rs. 1.00 (One lakh), can be provided to Minority Organisations, like NGO's, Voluntary organizations etc., To carryout minor, repairs, additions and alterations to there Hostels. Interested organizations have to apply through the District Office of the Backward Classes & Minority Department.

10. Occupational / Training for Minorities:

Occupational Training for un-employed youths in various trades such as Electrical Wireman, Civil Work Supervision Radio, TV Repairs, Tailoring, Embroidery etc., Is provided under this scheme, Training fee and stipend to candidates will be paid by the Department. The scheme is under the District Sector and implemented through the Zilla Panchayats.The selections of the candidates is done at the District level. 11. Grant in aid to Minority Orphanage:

Under this scheme orphans and destitute children studying from 1st standard are elegible to get grant at Rs. 150/- per month boarder. This scheme is under the District Sector and implemented through the Zilla Panchayats. These Orphanages are approved and included in the Grant-in-aid scheme are eligible to obtain financial assistance under the scheme. 12. Training for Law Graduates belonging to the minority communities:

Under this scheme financial assistance in the form of monthly stiped is provided to Law Graduates belonging to the minority communities. They are trained under Government Advocaters or Advocate with 20 years of practice and will be given Rs. 1000/- stipend per month for four years.

13. Stipend for Minorities:

Under this scheme stipend to ITI / Diploma Students is provided at the rate of Rs. 150/- per month for 10 months to minority students studying in ITI/Diploma courses. This is a District Sector scheme and implemented through the Zilla Panchayats.
